Are these avaible in <TAG abcd="here?"> or only <TAG>here?</TAG>

        I sent this message because when I tried to send a message containing </SAY>
    with jabber_win9x (protocol 19991001), it didn't encryped the message and send
    <SAY></SAY></SAY>
